3 FIRs lodged, 11 held as state police suspect involvement of inter-state gangs


PTI, KOLKATA, NOV 15, 2024 : Chief Minister Mamata Banerjee on Friday said that her government has formed a Special Investigating Team (SIT) to probe into a fraud in which government funds sent to bank accounts of students for purchasing tabs or mobile phones were diverted elsewhere. Six people were arrested in this connection, Mamata said while speaking to journalists at the Bagdogra airport in the northern part of the state before flying back to Kolkata.

The government had transferred Rs 10,000 to the bank accounts of each higher secondary and Class 10 student of government schools to purchase a tablet or mobile, but several of them did not receive the money due to alleged malpractices.

“An SIT has been formed. Our administration is very strong. They have already arrested six people and will do whatever is required. The group (involved in the case) is from Maharashtra and Rajasthan. Such groups exist in almost all other states,” the Chief Minister said. The government has started giving money to all who did not receive it, she added.

Meanwhile, a senior officer of state police on Friday said that in all, 1,911 out of 16 lakh students of state-run schools have fallen victim to a cyber-fraud linked to the state government’s ‘Taruner Swapno’ scheme, which provides Rs 10,000 to Class 10 and 12 students to purchase tablets. The scam prompted police to launch an investigation. So far, 93 cases have been filed, and 11 people have been arrested in connection with the fraudulent activities, he added.

“So far, 11 people have been arrested and 93 FIRs lodged in connection with the tablet scheme scam. Out of the 16 lakh students of Class 10 and 12, 1,911 students have been defrauded,” ADG (South Bengal) Supratim Sarkar told reporters. According to Sarkar, the fraud was conducted by cybercriminals operating from multiple states, including Maharashtra, Rajasthan, and Jharkhand.

“The investigation has uncovered evidence suggesting the involvement of interstate gangs. Some of the arrested suspects have reportedly admitted to being part of these operations, and documents seized during the raids have confirmed their participation in previous cyber scams, including siphoning off funds from other Direct Benefit Transfer (DBT) schemes and the national scholarship portal,” he added.

The state police has set up Special Investigation Teams (SITs) to probe the scam and are working closely with law enforcement agencies in other states. They are investigating whether there was any manipulation of the system at the local level or if internal collusion helped the fraudsters, he added.

“We are trying to find out whether these miscreants manipulated the system, or there was any involvement of people at the ground level, or whether someone acted as a mole in the system to help the fraudsters,” Sarkar said.

ED Raises Objections Over Failure to Notify Hospitalization of Former Minister Jyotipriya Mallik, bail plea opposed

Mallik, who was arrested by ED officials in October last year, was admitted to a private hospital in Kolkata several days ago. However, the ED was only made aware of his hospitalization on Thursday afternoon, during a hearing related to the PDS case at a special court in Kolkata. The ED’s counsel raised concerns in court, stressing that, as a matter of protocol, the agency should have been informed about Mallik’s medical condition, given that he is in the agency’s custody.

Earlier in the week, on Monday, Mallik’s legal team had filed a petition seeking bail, citing his deteriorating health. Today the ED opposed the request, submitting a written objection to the court and sharing it with Mallik’s counsel. The court granted the defense time to review the ED’s submission, with the next hearing scheduled for November 20.

Since his arrest, Mallik has frequently cited health issues, leading to multiple hospitalizations. His medical conditions have been central to his bail petitions, which have been consistently opposed by the ED.

Meanwhile, the ED continues to intensify its investigation into the PDS case. Last month, the agency conducted raids across 14 locations in West Bengal and, in September, filed a supplementary charge sheet naming eight additional individuals connected to the case.

As the investigation progresses, the ED has raised further concerns regarding Mallik’s hospital admission, emphasizing the need for proper notification to investigating agencies. The court will continue deliberating on Mallik’s bail petition on November 20.

Charges Framed in RG Kar Case; Accused Civic Volunteer Proclaims Innocence, Sandeep Ghosh Seeks Bail

The charge sheet includes serious allegations of rape and murder against the arrested civic volunteer, whose name has been in the news since the case broke. The proceedings, which took place behind closed doors, saw the accused vehemently proclaim his innocence to the media after emerging from the court.

“I am innocent! I have done nothing wrong, I neither committed the rape nor the murder. I am being falsely implicated by the government, ” the accused civic volunteer shouted, addressing a swarm of reporters waiting outside the courtroom. He also accused government officials of constantly threatening him to remain silent 

“I was silent for such a long time. But despite the fact that I am innocent, no one is listening to me. I am constantly being threatened not to open my mouth. I have even been threatened by my own departmental colleagues. I am innocent,” he claimed repeatedly. 

His outburst came shortly after the charges were officially framed against him. However, the legal battle is far from over, and the investigation continues to unravel more details.

Besides Roy, two others arrested by the CBI officials in the matter are the former principal of RG Kar Hospital, Sandip Ghosh and former SHO of Tala police station Abhijit Mondal. RG Kar comes under the jurisdiction of Tala police station. The main charges against Ghosh and Mondal are misleading the investigation when the Kollcata Police were carrying out the investigation before it was handed over to CBI by Calcutta High Court. 

In a related development, Sandeep Ghosh, the former principal of RG Kar Hospital, appeared in court seeking bail after being charged with evidence tampering in connection with the case. Ghosh, who was arrested for allegedly altering critical evidence in the rape and murder investigation, made his case before the judge, arguing that the charge of evidence tampering was not supported by solid proof.
