Govt working to remove Meitei-Kuki trust deficit, bring lasting peace: Amit Shah


PTI, New Delhi, May 26 2024 : Union Home Minister Amit Shah has said the government is working on removing the trust deficit between the Meitei and Kuki communities to bring lasting peace in Manipur, and the process will be expedited with utmost priority once the Lok Sabha election is over.

Shah told PTI in an interview on Saturday that the clashes between the Meitei and Kuki communities were ethnic in nature and hence cannot be resolved through force.

“This is not an issue of riots or terrorism. This is an issue of ethnic violence. It can’t be resolved through force. This is ethnic violence,” he said when asked whether the government needed to take some strong action to end the cycle of violence in the northeastern state.

The home minister said the violence took place due to lack of discussions and lack of trust between the two communities which had happened due to some incidents.

“We have to repair this. This is a time consuming job. We were working on it speedily. But it has been delayed due to the elections. That is quite natural,” he said.

“Because, leaders of both the communities are talking about the interests of the respective community, or their own political issues. But after the counting, the government will work on it with utmost priority. I believe there will be no violence in future,” he said.

Ethnic violence broke out in Manipur on May 3, 2023 after a tribal solidarity march in the hill districts of Manipur to protest against the majority Meitei community’s demand for Scheduled Tribe status.

Since then, over 220 people belonging to both the communities and security personnel have been killed in the continuing violence.

A BJP-led government is in power in Manipur since 2017.

There are two Lok Sabha constituencies in the state: Inner Manipur and the Outer Manipur. While the BJP has fielded its candidate in the former, the party extended support to NDA partner Naga People’s Front’s (NSF) candidate in the later.

Bihar alcohol ban prevented 21 lakh cases of intimate partner violence: Lancet study

 “Before the ban, males in Bihar increased their frequent alcohol intake from 9.7 per cent to 15 per cent, while in neighbouring states, it increased from 7.2 per cent to 10.3 per cent.

PTI, New Delhi, May 26, 2024 :  Bihar’s alcohol ban in 2016 prevented 24 lakh cases of daily and weekly consumption, and 21 lakh cases of intimate partner violence, according to new research published in The Lancet Regional Health Southeast Asia journal.


The ban is also estimated to have prevented 18 lakh men in the state from becoming overweight or obese, it said.

A team of researchers, including those from The International Food Policy Research Institute, Poverty, Health and Nutrition Division, US, analysed data from national and district level health and household surveys.

“Strict alcohol regulation policies may yield significant population level health benefits for frequent drinkers and many victims of intimate partner violence,” the authors wrote.

In April 2016, the Bihar Prohibition and Excise Act brought about a near complete halt on the manufacture, transport, sale, and consumption of alcohol throughout the state.

The overnight launch and its strict enforcement made the ban an “attractive natural experiment to estimate the true causal impacts of a strict alcohol restriction policy on health and domestic violence outcomes,” according to the authors. Data from the National Family Health Surveys-3, -4, and -5 were included in the analysis.

“Before the ban, males in Bihar increased their frequent alcohol intake from 9.7 per cent to 15 per cent, while in neighbouring states, it increased from 7.2 per cent to 10.3 per cent.

“After the ban, these trends reversed, with at least weekly alcohol intake decreasing to 7.8 per cent in Bihar, while in neighbouring states it continued to increase to 10.4 per cent,” the authors wrote.

They also found evidence for reduced physical violence against women in Bihar, “with a 4.6 percentage points decrease in emotional violence and a 3.6 percentage points decrease in sexual violence”.

On the aspect of the ban’s impact on men’s health, the authors’ modelling estimated that cases of underweight men increased by four percentage points, and those of overweight or obese men decreased by 5.6 percentage points, compared to trends in the neighbouring states.

“We estimate that the ban prevented 2.4 million cases of frequent alcohol consumption, and 1.8 million cases of overweight/obesity among males, and 2.1 million cases of intimate partner violence compared to neighbouring states without a similar prohibition,” the authors wrote.

The findings will be valuable for policy-makers contemplating similar bans in other Indian states, the researchers said.

“While we do not recommend outright bans as a practical and economically viable policy, our study, combined with new evidence that no level of alcohol consumption is safe for humans, suggests that stricter alcohol regulation policies may yield significant population level health benefits for frequent drinkers and benefits for victims of intimate partner violence,” the authors wrote.

Cyclone Remal: Rain lashes parts of city ahead of landfall

At 2.30pm, the system was situated 160 km southeast of Sagar Islands, 190 km southsoutheast of Canning, 160 km of Khepupara (Bangladesh) and 220 km south of Mongla in Bangladesh with wind speed of 100-110 kmph gusting to 120 kmph prevailing around the cyclone centre. The storm, as per the forecast received till 6pm, was expected to move nearly northwards, intensify further and cross Bangladesh and adjoining West Bengal coasts between Sagar Island and Khepupara, close to southwest of Mongla around 11pm as a severe cyclonic storm with maximum sustained wind speed of 110-120 kmph gusting to 135 kmph. With the cyclone heading towards land, the Kolkata Municipal Corporation braced for the upcoming cyclone. For monitoring the situation, the civic body opened a control room and cancelled the holiday for its staff.

The Drainage department decided to deploy manpower at all its block gates. It also kept two pick up vans on standby for rushing to the hospital in case of injuries or any mishaps. Manpower was also deployed at every borough to address issues of power cuts in any wards. According to the member-mayor-in-council for Drainage Tarak Singh, electrical contractors responsible for responding to issues of power supply were also alerted.

Like the KMC, the Eastern Railway and the Kolkata metro Railway also geared up for the cyclone. The city metro ran truncated services between Mahanayak Uttam Kumar and Dakshineswar in Blue Line were operated considering the inclement weather. Likewise, the Eastern Railway opened helpline numbers at Howrah and Sealdah for emergency assistance. Seven newborns killed in fire at east Delhi hospital : Hospital Owner arrested

PTI, NEW DELHI, May 26, 2024 : A massive fire broke out at a private children’s hospital in east Delhi’s Vivek Vihar, leaving seven newborns dead, officials said on Sunday.

The officials of the Delhi Fire Services (DFS) said the blaze broke out at the Baby Care New Born Hospital at around 11:30 pm on Saturday and soon spread to two other adjacent buildings.
Sixteen fire tenders were pressed into service to douse the blaze, Divisional Fire Officer Rajendra Atwal said.
Oxygen cylinders kept in the two-storey building exploded due to which the adjacent buildings were damaged, he said.
Another fire official said two boutiques, a portion of IndusInd Bank operating from an adjacent building and a shop on the ground floor were also damaged besides an ambulance and a scooty parked outside the building.
Condoling the death of children, President Droupadi Murmu prayed for strength to the bereaved parents.
Chief Minister Arvind Kejriwal said those responsible for negligence will not be spared.
Health Minister Saurabh Bharadwaj also said strictest punishment will be given to those found negligent or involved in any wrongdoing.
In a post on X, Kejriwal said the Government stood with those who lost their children in the fire incident, and added the administration was ensuring proper treatment to the injured.
He said the reasons behind the fire were being probed and those found negligent will not be spared.
DFS chief Atul Garg said 12 newborns were rescued from the medical facility but seven of them died.
Five babies are undergoing treatment at another hospital, he said, adding some of them have received minor burn injuries.
The bodies have been shifted to the GTB Hospital for postmortem, police said.
Deputy Commissioner of Police (Shahdara) Surendra Choudhary said owner of the hospital Naveen Kichi has been booked under Sections 336 (Act endangering life of personal safety of others) and 304A (causing death by negligence) at Vivek Vihar police station.
The officer said teams have been formed to nab the owner.
Choudhary said they are checking the fire NOC of the hospital and if it is found with out it, IPC sections may be added.
According to eyewitnesses, locals and members of an NGO, Shaheed Seva Dal, were the first to rush to help.
Some residents climbed the building from the back side and rescued some of the newborns. Members of Shaheed Seva Dal, an NGO operating in the area, were also involved in the rescue efforts, an eyewitness said.
Ravi Gupta, a local resident, said some locals climbed from the back side of the building and evacuated children one by one.
Fire Department officials, local police and members of Sewa Dal joined them in the rescue operation, another resident Sanju Verma said.
A member of Sewa Dal claimed the hospital staff ran away soon after the hospital building caught fire.
Another resident, Mukesh Bansal claimed that an ‘unauthorised’ oxygen refilling cylinder work was being carried out in the building.
“We had complained about it to the local Councillor as well. But nothing was done. It was all happening under the nose of the police,” Bansal alleged.
Bansal also said that he used to live next to the hospital but due to the ‘illegal’ work of refilling cylinders, he shifted to the next lane.

Significant discovery by Dr Kamal Bhujel involving negative absorption in the infrared (IR)

KalimNews, Kalimpong, 26 May 2024 : In recent times, there have been numerous encouraging reports highlighting the achievements of young people from Kalimpong, Darjeeling, the Gorkhas of the plains, and surrounding areas. These young individuals have been excelling in various fields, bringing pride to their communities and inspiring others.

It’s the time when the Gorkha community is making significant progress in various fields, including scientific discoveries. Consequently, Dr. Kamal Bhujel, a resident of Dilaram Tea Estate, has pioneered a new process known as Negative Absorption in the Infrared region during his research. Dr. Kamal Bhujel attained his PhD degree from the Department of Physics at Mizoram University in 2023. 
His research focused on Thin-film Perovskite solar cells, conducted primarily at the Solar Energy Research Lab at the Indian Institute of Technology-Dhanbad (IIT-Dhanbad) under the guidance of Professor Rajalingam Thangavel. During the fabrication of these solar cells, he engineered a thin film of Nickel oxide, with a thickness measured in nanometers, onto FTO (Fluorine Doped Tin Oxide).

In solar cell applications, it is essential to assess both the optical and electrical properties. To do so, measuring Absorption and Transmittance becomes mandatory. This involves directing a light wave (ranging from 200 to 3000nm) onto the sample and observing the degree of absorption and transmission of the incident wave. The outcome of these measurements yielded unexpectedly surprising results.
It was discovered that the quantity of transmitted wave exceeded that of the incident wave, causing the Absorption curve to exhibit negativity, hence termed ‘Negative Absorption.’ This phenomenon contradicts the ‘Law of Conservation of Energy,’ presenting an apparent impossibility. Notably, no prior reports of such a process in nickel oxide existed. A similar discovery was made by CV Raman and KS Krishnan in 1928, involving irradiation of a liquid with a monochromatic wave, yet research in this domain remains scarce.
Dr. Kamal Bhujel suggests that the precise mechanism underlying this process remains elusive. While this research furnishes compelling evidence for its existence, further rigorous investigations are indispensable to elucidate its origins. 
Dr. Kamal proposes a tentative explanation: when infrared waves interact with the junction of FTO and nickel oxide, molecules in this region become excited and transform into energy, resulting in a transmittance exceeding 100%.
The recent discovery of negative absorption in the infrared (IR) region by Dr. Kamal Bhujel and his team holds significant potential for the development of new types of metamaterials and advanced applications in various fields. 
This research was supported by Dipali Nayak, a PhD scholar from the Department of Physics at IIT-Dhanbad, along with MSc students Kiran Kumari Pal and Pritam Sardar. Prof. Suman Rai and Dr. Ningthoujam S. Singh assisted in the manuscript preparation, and Prof. Thangvel provided overall direction for the research. 
Negative absorption in the IR region could pave the way for creating innovative metamaterials that manipulate light in unconventional ways, potentially leading to advancements in optoelectronics and sensing technologies. \
Additionally, this phenomenon could be particularly useful in the synthesis of solar cells designed for spacecraft, where harnessing infrared radiation is critical due to its abundance in space environments. 
To ensure the robustness and recognition of such a groundbreaking discovery, it is essential that the research undergoes rigorous peer review and is published in a prestigious scientific journal. This process will validate the findings and facilitate further exploration and application of these novel materials in the scientific community. 
Any new findings within the scientific community necessitate publication in a renowned, world-class journal, substantiated by rigorous peer review.
Despite initiating this research in 2020 and completing it by 2022, Dr. Kamal Bhujel faced a prolonged wait for publication. Initially rejected by the first journal due to perceived insufficiencies, his work underwent further scrutiny across seven subsequent submissions, each transferring to journals aligned with their respective fields. 
Finally, on February 28, 2024, the manuscript found its home in Physica B: Condensed Matter, a journal within the Elsevier Group. Following a thorough revision process addressing reviewers’ comments, acceptance came swiftly on May 20, with online publication following on May 21. Dr. Bhujel expresses profound joy at the publication of his research, extending heartfelt gratitude to all supporters. He encourages fellow Gorkha researchers to persist in advancing their studies in a similar vein.

Children among 27 killed in Rajkot game zone fire

PTI, Rajkot, 25.05.24 :  At least 27 persons, including four children under the age of 12, were killed in a massive fire that swept through a game zone teeming with people enjoying a summer vacation outing in Gujarat’s Rajkot city on Saturday evening, officials said.

The death toll is likely to go up, they said.

Police have detained the owner of the TRP Game Zone and the manager while the state government assigned the probe to a Special Investigation Team.

Relief and Rescue operations have been underway at the affected game zone for more than six hours after the blaze erupted at a structure built using metal and fibre sheets for gaming activities at around 4:30 pm, officials said, adding that the structure collapsed due to the huge fire.

“So far we have confirmed the death of 27 persons in the fire incident. The bodies are charred beyond recognition and hence their identification is difficult,” said Assistant Commissioner of Police Radhika Bharai.


ACP Vinayak Patel said the deceased included at least four children under the age of 12.

The death toll is likely to increase as relief operations is going on, district officials said.

According to eyewitnesses, several people, including children were playing games at the game zone, located on Nana-Mava Road, when the tragedy struck.

Police said that the owner and manager of the game zone were detained and taken to the police station for questioning.

The government has handed over the investigation of the incident to a five-member Special Investigation Team (SIT) headed by Additional Director General of Police Subhash Trivedi.

Rajkot Collector Prabhav Joshi said the Fire Control Room received a call at around 4:30 pm regarding the blaze at the game zone.

“Fire tenders and ambulances rushed to the spot to douse the flames. The fire caused the collapse of the structure, and debris is being cleared,” Joshi added.

However, the exact cause of the massive fire is not known.

President Droupadi Murmu, Vice President Jagdeep Dhankhar and Prime Minister Narendra Modi expressed grief over the incident.

Modi spoke to Gujarat Chief Minister Bhupendra Patel to enquire about the rescue and relief efforts.

“The fire tragedy in Rajkot has saddened us all. In my telephone conversation with him a short while ago, Gujarat CM Bhupendrabhai Patel Ji told me about the efforts underway to ensure all possible assistance is provided to those who have been affected,” he said on X.

In a post on X, Murmu said, “I am deeply anguished to learn of the loss of lives in a fire accident at a gaming zone in Rajkot, Gujarat. My heart goes out to the families who have lost their near and dear ones including young children. I pray to the Almighty for the speedy recovery of those being rescued.” Chief Minister Patel has announced an ex gratia of Rs 4 lakh to the kin of each of the deceased and Rs 50,000 to each injured.

After the fire broke out, Rajkot Police Commissioner Raju Bhargava told media persons that the cause of the blaze would be investigated and that a message had been issued to all the gaming zones in the city to close operations.

“The fire tragedy in Rajkot is heart-wrenching. I express my heartfelt condolences to the persons who lost their lives in this incident and their families. I pray to God for the speedy recovery of the injured,” Patel tweeted.

“It is very important to ensure that such an incident does not happen again,” he added.

Patel further said that any kind of negligence would not be tolerated and assigned the investigation of the entire incident to a Special Investigation Team (SIT).

The SIT, headed by ADGP Trivedi, includes Commissioner, Technical Education, BN Pani; Director, Forensic Science Laboratory, Gandhinagar, HP Sanghvi; Chief Fire Officer, Ahmedabad, JN Khadia; and Superintending Engineer, Roads and Buildings Department, MB Desai.

In the wake of the fire tragedy, Director General of Police issued instructions to the Commissioners of Police and Superintendents of Police to inspect all the game zones in Gujarat and close those running without fire safety permission.

The DGP directed the police to carry out this procedure in coordination with fire officers of the municipalities and municipalities.

Condoling the loss of lives in the Rajkot fire tragedy, the Congress said accountability should be fixed in the incident by the BJP government in Gujarat as soon as possible and the culprits should be given the strictest punishment.

Congress president Mallikarjun Kharge asked party workers to provide all possible help to those affected by the accident so that the victims do not face any problems regarding treatment or compensation. 

Cyclone Remal formed over Bay of Bengal, likely to make landfall on Sunday midnight

PTI, 25 May 2024, Kolkata: A deep depression over the Bay of Bengal intensified into a cyclonic storm, named Remal, on Saturday evening and is likely to turn severe before making landfall between the coasts of West Bengal and Bangladesh on Sunday midnight, the IMDsaid.


Named by Oman, Remal, meaning sand in Arabic, is the first cyclone over the Bay of Bengal in this pre-monsoon season.

The weather system, moving at a speed of 12 kmph over the east-central Bay of Bengal, was 350 km south-southeast of Sagar Island in West Bengal at 5.30 pm on Saturday, the India Meteorological Department (IMD) said.

Moving in a northward direction, it is likely to concentrate further into a severe cyclonic storm by Sunday morning and cross West Bengal and adjoining Bangladesh coasts between Sagar Island and Khepupara with a wind speed of 110 to 120 kmph, gusting to 135 kmph, by midnight of Sunday.

The IMD warned of extremely heavy rainfall in the coastal districts of West Bengal and heavy to very heavy rainfall in north Odisha on Sunday and Monday owing to the weather system.

Extremely heavy precipitation is also likely in Assam and Meghalaya, and heavy to very heavy rains in the other northeastern states of Manipur, Nagaland, Arunachal Pradesh and Tripura on Monday and Tuesday.

Storm surge of up to 1.5 metre is expected to inundate low-lying areas of coastal West Bengal and Bangladesh at the time of landfall.

The IMD warned fishermen not to venture into the sea in the north Bay of Bengal till Monday morning.

A red alert was issued for West Bengal’s coastal districts of South and North 24 Parganas and Purba Medinipur, and also for adjoining Kolkata, Howrah and Hooghly, where extremely heavy rain is likely on Sunday and Monday.

The South and North 24 Parganas are likely to witness the most impact of the cyclone with wind speeds reaching 110 to 120 kmph, gusting to 130 kmph, while the other districts are likely to experience wind speeds of 70 to 80 kmph, gusting to 90 kmph.

The IMD warned of localised flooding and major damage to vulnerable structures, power and communication lines, kutcha roads and crops in South and North 24 Parganas districts of West Bengal.

An orange alert will thereafter be in force in these districts till Tuesday morning, except in Purba Medinipur, it said.

The rest of the districts in southern West Bengal will experience wind speeds of 40 to 50 kmph, gusting to 60 kmph, it added.

In north Odisha, the coastal districts of Balasore, Bhadrak and Kendrapara will receive heavy rain on Sunday and Monday.

People in the affected areas have been asked to remain indoors and vacate vulnerable structures.

The Indian Coast Guard (ICG) said it has taken all pre-emptive measures to ensure there is no loss of life or property at sea.

ICG’s remote operating stations at Haldia and Paradip are alerting fishing vessels and merchant ships through VHF (very high frequency) broadcasts, a statement said.

“Bangladesh Coast Guard authorities have been informed for instituting needful preparation for a collective response to the developing situation,” it said.

The ICG said its ships and aircraft are kept at immediate notice to undertake search and rescue missions.

Nine disaster relief teams are kept on standby at Haldia and Fraserganj in West Bengal, and Paradip and Gopalpur in Odisha, it said.

The Syama Prasad Mookerjee Port in Kolkata said that it will suspend all cargo and container handling operations for 12 hours from 6 pm on Sunday till 6 am on Monday in view of the cyclone.

Penultimate phase of LS polls witnesses 59 per cent turnout

 The EC said polling percentage in the Anantnag-Rajouri seat in Jammu and Kashmir is the highest in many decades

PTI, New Delhi,  May 25 2024 : An approximate voter turnout of 59.06 per cent was recorded in the sixth phase of the Lok Sabha elections on Saturday in 58 constituencies across six states and two Union territories with the polling percentage in the Jangal Mahal region of West Bengal touching 78.19.
Incidents of minor clashes and protests were reported from West Bengal while there were instances of EVM malfunctioning at some places, including Delhi.
Jharkhand recorded a turnout of 62.74 per cent, Uttar Pradesh 54.03 per cent, Bihar 53.30 per cent, Jammu and Kashmir 52.28 per cent, Haryana 58.37 per cent, Odisha 60.07 and Delhi 54.48 per cent, according to the figures released by the Election Commission (EC) as of 7.45 pm.
The EC said polling percentage in the Anantnag-Rajouri seat in Jammu and Kashmir is the highest in many decades.
With the conclusion of this phase, polling is now complete in 486 seats in 28 states and Union territories. The last of the seven phases of polling is scheduled on June 1 and counting of votes will be taken up on June 4.
With large parts of India sweltering under a heatwave, arrangements for cold water, coolers, fans and tents were made at several polling stations. Wheelchairs were also kept for the assistance of elderly voters.
The EC had directed election officials and state machineries to take adequate measures to manage the adverse impact of hot weather.
Over 11.13 crore voters – 5.84 crore male, 5.29 crore female and 5120 third gender – were eligible to exercise their franchise in this phase. The Election Commission (EC) deployed around 11.4 lakh polling officials at 1.14 lakh polling stations.
Peoples Democratic Party (PDP) chief Mehbooba Mufti, who is contesting from the Anantnag-Rajouri seat in Jammu and Kashmir, staged a sit-in outside Bijbehara police station on the Srinagar-Jammu national highway in Anantnag district against alleged detention of her party workers and polling agents. She also claimed outgoing calls on her mobile number were suspended.
Police, however, said those detained were overground workers (OGWs) and the action was taken to ensure smooth conduct of elections.
Mehbooba’s daughter and PDP leader Iltija Mufti alleged polling was deliberately slowed down at a booth in the Anantnag-Rajouri constituency, a charge denied by the administration.
In the national capital, President Droupadi Murmu, Union ministers S Jaishankar and Hardeep Singh Puri, Chief Minister Arvind Kejriwal, Delhi minister Atishi and Congress leaders Sonia Gandhi and Rahul Gandhi were among those who cast their votes.
CPI(M) leader Brinda Karat alleged she had to wait for almost an hour to cast her vote as the battery of the EVM control unit at her polling booth “drained out”. The District Election Officer later said the battery was replaced within 15 minutes.
Besides all the seven seats of Delhi, polling was held in 14 constituencies in Uttar Pradesh, all 10 seats in Haryana, eight seats each in Bihar and West Bengal, six seats in Odisha, four seats in Jharkhand and one seat in Jammu and Kashmir.
Simultaneously, polling was being held for 42 assembly constituencies in Odisha and the Karnal assembly bypoll in Haryana.
Prime Minister Narendra Modi, Kejriwal and Congress president Mallikarjun Kharge urged voters to exercise their right to franchise in the penultimate phase of the Lok Sabha elections in large numbers.
In Haryana, BJP’s Karnal Lok Sabha seat candidate Manohar Lal Khattar and Chief Minister Nayab Singh Saini, who is contesting the Karnal assembly bypoll, were among the first to cast their votes at their respective booths.
Saini, accompanied by his family members, cast his vote in his native Mirjapur Majra village in Ambala district’s Naraingarh. Khattar exercised his franchise at a polling booth in Karnal’s Prem Nagar.
In West Bengal, voting was held in the tribal belt Jangal Mahal region, spanning five districts. A hotspot for identity politics, the region sends eight representatives to Lok Sabha from Tamluk, Kanthi, Ghatal, Jhargram, Medinipur, Purulia, Bankura, and Bishnupur seats. Out of the eight seats, the BJP won five and TMC bagged three in the 2019 polls.
Minor clashes broke out between supporters of the ruling TMC and BJP in the Ghatal constituency over stopping polling agents from entering the booths.
In the Midnapore constituency, BJP candidate Agnimitra Paul faced “go back” slogans from TMC activists. Subsequently, a scuffle broke out between BJP and TMC activists, following which central forces reached the spot to disperse the mob.
A group of people shouted slogans against BJP candidate and former Calcutta High Court judge Abhijit Gangopadhyay when he reached the polling booth in Tamluk.
In Uttar Pradesh, polling was held for Sultanpur, Pratapgarh, Phulpur, Allahabad, Ambedkar Nagar, Shrawasti, Domariyaganj, Basti, Sant Kabir Nagar, Lalganj, Azamgarh, Jaunpur, Machhlishahr and Bhadohi seats.
Around 82.16 lakh voters, including 40.09 lakh females, were eligible to exercise their franchise in Giridih, Dhanbad, Ranchi and Jamshedpur constituencies of Jharkhand.
In a bid to increase polling percentage in urban booths of Ranchi, the district administration tied up with a bike-taxi aggregator to provide free pick-and-drop facilities to voters.
In Bihar, 86 candidates are in the fray in the eight seats of Valmiki Nagar, Pashchim Champaran, Purbi Champaran, Sheohar, Siwan, Gopalganj, Maharajganj and Vaishali.
Officials said 107 people were arrested or detained in the state for causing disruptions and attempting to hinder the voting process. Security forces seized Rs 2.86 crore in cash and 3.53 lakh litres of liquor worth Rs 9.46 crore from various locations within the eight seats during the day.

तिनले यस शोधकार्यका अधिकांश भाग भारतीय प्राद्योगिक संस्थान-धनबाद (IIT-Dhanbad) को सोलर एनर्जी रिसर्च ल्याबमा प्राध्यपक राजालिंगम थंगवेलको अधीनमा गरेका हुन्। तिनले यसै सोलर सेल बनाउने क्रममा निक्कल अक्साइडको पत्ला परत (Thinfilm of nanometer thickness) एफटीओ (Flourine Doped Tin Oxide) माथि तयार पारेर त्यसबाट प्रकासका तरंग (Light wave from 200-3000nm) २००-३००० न्यानोमीटर फ्याकेर कति पार (Transmit) हुन्छ अनि कति सोस्छ (Absorb) भनेर जाँच गर्ने क्रममा इन्फ्रारेड (Infrared region) क्षेत्रमा अचम्मको प्रक्रिया देखा परेको जानकारी दिएका छन्। जसमा फ्याकिएको प्राकाशको मात्रा भन्दा निस्किएको प्रकासको मात्रा बढेर बेसी निस्किएको भेटियो, जुन प्रक्रियालाई त्यसै हेर्दा “ऊर्जाको संरक्षणको नियम” (Law of Conservation of Energy) को विपरित गएको देखियो जुन सम्भव नै छैन। यो प्रक्रिया निक्कल अक्साइडमा भने अहिले सम्म कसैले पनि भेटेका थिएनन्।

BJP moves Supreme Court against Calcutta High Court order on advertisements during Lok Sabha polls

PTI, Calcutta, 24.05.24: The BJP on Friday moved the Supreme Court, challenging a Calcutta High Court order that refused to interfere with a single-judge verdict directing the party not to publish any advertisement violating the Model Code of Conduct during the Lok Sabha election process.

The matter was mentioned for urgent listing before a vacation bench of Justice Bela M Trivedi and Justice Pankaj Mithal.
Advocate Saurabh Mishra, who mentioned the matter, told the bench that a division bench of the high court passed the order on May 22.

“Why don’t you move the next vacation bench?,” the bench asked.

The counsel told the bench that the high court has restrained the BJP from issuing advertisements during the Lok Sabha polls till June 4.

“Kindly have it on Monday (May 27),” the lawyer requested the bench.

“We will see,” the bench said.

On May 22, a Calcutta High Court division bench refused to interfere with a single-judge order in the matter.

Observing that a “laxman rekha” should be adhered to, the division bench had said there should not be any personal attack on the part of any political party.

Refusing to interfere with the May 20 order of the single judge, the division bench had said the BJP could move the single judge, seeking a review or recall of its order.

The BJP had moved the appeal before the division bench, claiming that the single judge passed the order without giving it any hearing.

The party’s counsel had also stated that the Constitution provided that the Election Commission was the appropriate authority for redress in case of any dispute during a poll process.

The high court on May 20 issued an injunction, restraining the BJP from publishing advertisements that violated the Model Code of Conduct until June 4, the day the Lok Sabha election process ends.

The court also restrained the BJP from publishing advertisements mentioned by the Trinamul Congress (TMC) in its petition, claiming unverified allegations against it and its workers.

Medha Patkar convicted in defamation case

PTI, 24 May 2024 : More than 23 years after the complaint was registered, a Delhi court on Friday convicted Narmada Bachao Andolan leader and activist Medha Patkar in a defamation case lodged against her by VK Saxena, the incumbent lieutenant governor, saying reputation is one of the “most valuable assets” and significantly impacts one’s standing in society.


Holding Patkar’s statements as “defamatory per se” and “crafted to incite negative perceptions”, metropolitan magistrate Raghav Sharma convicted the activist of the offence of criminal defamation under the IPC which entails a maximum punishment of simple imprisonment of up to two years or fine or both.

Saxena had filed the case in November 2000 when he was the president of the National Council of Civil Liberties over a “defamatory” press release issued against him by Patkar.

“Reputation is one of the most valuable assets a person can possess, as it affects both personal and professional relationships and can significantly impact an individual’s standing in society,” the magistrate said in his 55-page judgment.

He said Patkar’s statements calling Saxena “a coward, not a patriot and alleging his involvement in hawala transactions were not only defamatory per se but also crafted to incite negative perceptions.”

Also, “the accusation that the complainant was mortgaging the people of Gujarat and their resources to foreign interests was a direct attack on his integrity and public service,” the magistrate said.

The court said Saxena’s testimony, supported by two court witnesses, showed Patkar falsely associated him with activities contrary to his public stance.

It said Patkar failed to provide any evidence to counter these claims or to show that she did not intend or foresee the harm caused by her statements.

“The resulting inquiries and doubts raised among the complainant’s acquaintances, as well as the shift in perception highlighted by the witnesses, underscore the significant damage to his (Saxena’s) reputation,” the court said.

It said it was clear that Patkar’s actions were “deliberate and malicious, aimed at tarnishing the complainant’s good name, and indeed caused substantial harm to his standing and credit in the eyes of the public.”

Noting the evidence before it, the court said it has been proved beyond reasonable doubt that Patkar had published the statement knowing that it would harm Saxena’s reputation.

“The accused, therefore, committed an offence punishable under Section 500 (defamation) of the IPC. She is hereby convicted of the same,” it said.

The arguments on the quantum of sentences will be heard on May 30.

In its order, the court considered three questions-whether the press note was proved to have been issued by Patkar; whether the press note made certain imputations against Saxena; and whether the accused by publishing the imputations intended to harm his reputation.

It said there was no reason to believe Patkar’s “bald averments and excuses” against having issued the statement and that “the gravity and precision of the accusations” highlighted that her action was deliberate and that her “primary objective” was to undermine Saxena’s credibility and integrity in public.

Patkar and Saxena have been locked in a legal tussle since 2000 after she filed a suit against him for publishing advertisements against her and the Narmada Bachao Andolan.

Saxena had also filed two cases against her for making derogatory remarks against him on a TV channel and issuing a defamatory press statement.

Mamata hits out at Modi for his ‘sent by God’ comment

PTI, Kolkata, May 24, 2024 : West Bengal Chief Minister Mamata Banerjee on Friday hit out at Prime Minister Narendra Modi for his ‘sent by God’ comment, albeit without naming the country’s top leader. 

Speaking at an election rally in Mathurapur in the Sunderbans area of South 24 Parganas district, she claimed that “faced with the phobia of a certain election defeat”, BJP leaders were saying “all kinds of things that made no sense”. 
Dripping with sarcasm, Banerjee, in an oblique reference to PM Modi, said, “He is now calling himself the son of God. He claims that, unlike us, he doesn’t have biological parents. He says he has been sent by God. I ask, does God send someone to orchestrate riots or spread lies through advertisements or jail people in the name of NRC exercise?” 
“Does God send his emissary to sponsor hooliganism in the name of CAA or stop funds for 100-day work or prevent rural houses from being built? Does God go back on his promise of depositing Rs 15 lakhs in people’s bank accounts? 
God cannot do such things,” she added.
The chief minister’s remark came in the backdrop of PM Modi’s interview to a national TV channel where he reportedly said, “Until my mother was alive, I used to think I was born biologically. 
After her demise, when I look at my experiences, I am convinced that I was sent by God. This strength is not from my body. It has been given to me by God. 
That’s why God also gave me the ability, strength, pure-heartedness, and inspiration to do this. I’m nothing but an instrument that God has sent.” 
 Banerjee further ridiculed Modi for BJP spokesperson Sambit Patra’s controversial remark about Lord Jagannath being a “devotee of the prime minister”, which Patra had later retracted. 
 “If Lord Jagannath is a devotee of Modi babu as claimed by his workers, then shouldn’t we build a temple in his name, offer pujas and prasad before his photo and engage a priest for him? 
We can do all that, but he shouldn’t play politics by saying such things,” Banerjee said.

PTI, Calcutta, 24.05.24 : West Bengal Chief Minister Mamata Banerjee on Friday announced that her government will approach a higher court, challenging the Calcutta High Court order that cancelled all OBC certificates issued in the state since 2010.

Addressing an election rally in Sagar in South 24 Parganas district, she said the state government would appeal to the higher court against the order after summer vacation.

“We do not accept the order that scrapped OBC certificates. We will contest at a higher court after summer vacation,” Banerjee said.

The Calcutta High Court on Wednesday struck down as illegal the OBC status of several classes in the state granted since 2010, sparking a political debate in the middle of the Lok Sabha elections.

The court observed that the inclusion of 77 classes of Muslims in the list of backward categories was to “treat them as a vote bank”.

“I respect the courts, but a few judges are only following the diktats of the BJP and the CPI(M).” Banerjee urged electors “not to cast a single vote to the BJP or any other party except the TMC so that the INDIA bloc can form a government at the Centre”.

She also accused the BJP of planning to implement the Uniform Civil Code to “undermine” the rights of people belonging to the SC and ST community.

Banerjee appealed to the families of Haj pilgrims to vote judiciously, as the “implementation of the Uniform Civil Code and the Citizenship Amendment Act (CAA) could disenfranchise citizens”.

She alleged that the BJP has “made attempts to disrespect women in Sandeshkhali, incite riots, and revoke reservations and employment rights of backward classes” and its only aim is to “defame TMC and Bengal”.

The TMC supremo accused the saffron camp of running advertisements to “mislead” people.

Banerjee said the ‘Gangasagar Mela’ must be recognised as a national fair, and claimed that her government is independently managing the annual affair while the “Centre has not been providing adequate support for it”.

She also promised completion of a bridge over the Muriganga river in the next 2-3 years, even though the “Centre has not provided support in the Rs 1,500 crore project”.

“You must come to vote even if there is rain,” she said at the rally, emphasising the need to defeat the BJP in the ongoing Lok Sabha elections.

A depression in the Bay of Bengal is likely to concentrate into a severe cyclonic storm and make landfall between Sagar island in West Bengal and Khepupara in Bangladesh around May 26 midnight, bringing heavy rain in the coastal districts of the state, the Met department said on Friday.

Banerjee’s comment came after it was found that voter turnout in the fifth round of polling in seven Lok Sabha seats in West Bengal was lower, as compared to the polling percentage in 2019, due to a two-hour rain.

SC refuses to direct EC to upload voter turnout data amid LS polls, says ‘hands-off approach’ needed

The bench said it would be difficult for the poll panel to mobilise manpower for uploading the voter turnout data on its website.

PTI,  24.05.24 : The Supreme Court on Friday refused an NGO’s plea to issue the Election Commission directions to upload polling station-wise voter turnout data on its website during the Lok Sabha polls, saying a “hands-off approach” needs to be adopted during the elections.

A vacation bench of Justices Dipankar Datta and Satish Chandra Sharma said it cannot issue any such directions at the moment as five phases of polling have concluded and two remain and it would be difficult for the poll panel to mobilise manpower.

The top court adjourned the interlocutory application (IA) filed by the Association for Democratic Reforms (ADR) to be listed before the regular bench after the elections and pointed out that prima facie it appears the prayers in the application are similar to the main petition pending since 2019 on the issue.

“This (IA) has to be taken with the pending writ petition because in between the elections, a hands-off approach has to be adopted,” it said and pointed out that it would be difficult for the EC to mobilise manpower for uploading the voter turnout data on its website.

“Granting any relief in IA will amount to granting relief in the main petition which is pending,” the bench said.

It said it needs to understand the ground reality and not overburden the poll panel by changing the process midway.

On May 17, the top court had sought within a week the EC’s response on the NGO’s plea seeking a direction to upload polling station-wise voter turnout data on its website within 48 hours of the conclusion of polling for each phase of the Lok Sabha elections.

The ADR has filed an interim application in its 2019 PIL seeking directions to the poll panel that “scanned legible copies of Form 17C Part-I (Account of Votes Recorded)” of all polling stations be uploaded immediately after the polls.

In its affidavit, the poll panel opposed the NGO’s demand, stating that it will “vitiate” the electoral space and cause “chaos” in the poll machinery in the midst of the general elections.

The poll panel has said that there is no legal mandate to provide Form 17C to any person other than the candidate or his agent.

It has said that public posting of Form 17C — which gives the number of votes polled in a polling station — is not provided in the statutory framework and could lead to mischief and vitiation of the entire electoral space as it increases the possibility of the images being morphed.

“The petitioner is trying to create an entitlement when none exists in the law by way of filing an application in the middle of the election period. It is respectfully reiterated that for credible multiple practical reasons, the result as per the statutory mandate, is declared on the basis of the data contained in Form 17C at the time as prescribed under the statutory rule regime in existence,” it said.

It further said that “indiscriminate disclosure” of polling station-wise voter turnout data and posting it on a website will cause chaos in the election machinery which is already in motion for the ongoing Lok Sabha elections.

Manipur Violence: Can’t go by sentiments, says Supreme Court; declines contempt petition

The top court was hearing a petition claiming the respondents had committed contempt of its September 25 last year order on protecting the properties of those displaced during the ethnic conflict

PTI, New Delhi, 24.05.24 : The Supreme Court said on Friday it cannot go by sentiments and has to act in accordance with law, as it refused to entertain a petition seeking contempt action for alleged non-compliance with the apex court’s order on protection of properties of people displaced during the Manipur violence.

A vacation bench of Justices Bela M Trivedi and Pankaj Mithal said it was not satisfied with the contention that a case of contempt was made out against the respondents, including the chief secretary of Manipur, and the petitioners can take recourse to remedy which may be available under the law.
Additional Solicitor General Aishwarya Bhati, appearing for Manipur, told the bench that no case of contempt was made out, and the state government and the Centre were on the ground doing everything they can to assuage public concerns.

“The effort is to keep the pot boiling which is very unfortunate,” Bhati said, adding that the state was duty bound to protect all and can file an updated status report on the issue.

The top court was hearing a petition claiming the respondents had committed contempt of its September 25 last year order on protecting the properties of those displaced during the ethnic conflict.

“Who according to you are in contempt?” the bench asked the petitioner’s counsel who said the chief secretary and others are.

“They are not the encroachers,” the bench shot back.

When the advocate said the petitioners are living outside Manipur and are not in a position to go anywhere near Imphal, the bench said, “That does not mean that notice be issued against chief secretary”.

Bhati referred to the September 25 last year order which said the state of Manipur and the Centre are given one week to respond to the directions, including on ensuring protection of properties of displaced persons and preventing their encroachment.

“We had filed a status report. We can file an updated status report,” she said, adding the state was duty bound to protect its citizens and their properties.

“Manipur is still in a situation of uneasy calm as we speak. There are conflicting views and the state and central government are trying to assuage everyone,” Bhati said. When the counsel for the petitioners claimed that their properties have been looted in the presence of police and they can place those videos before the court, the law officer objected to it and said wild allegations were being made.

“They (authorities) are duty bound to protect the properties. They are duty bound to carry out the orders of this court and the government. No doubt about it,” the bench said.

Observing that no contempt was made out against the chief secretary and the other respondents, the bench observed, “Don’t pressure the officers like this”.

It said the petitioners may file appropriate proceedings as permissible under the law.

“All sympathies for you. Your properties need to be protected but that does not mean that we have to issue contempt notice to the respondents.,” the bench said.

When the petitioners’ lawyer said, “Your lordships may kindly see the message that goes out today…”, the bench observed, “We have to go as per the law. We cannot go by sentiments.” The bench said it was not satisfied with the claim that contempt proceedings were maintainable against the respondents in connection with the September 25, 2023 order.

“It is needless to say that petitioners shall be at liberty to take recourse to the remedy as may be available under the law if they are aggrieved by any other action or inaction on the part of the respondents,” it said.

Manipur descended into chaos and violence in May last year over a high court order directing the state government to consider including the non-tribal Meitei community in the list of Scheduled Tribes.

More than 170 people have been killed and several hundred others injured since ethnic violence first broke out in the state on May 3 last year when a ‘Tribal Solidarity March’ was organised in hill districts to protest against the majority Meitei community’s demand for ST status.

Norden and Anuj of Jaldhaka reaches Kedarnath after running for 40 days.

KalimNews, Kalimpong, 21 May 2024 : Dreams of Norden and Anuj came true when they finally reached Kedarnath in the midnight of the 40th day of their run and after 43 days of their start. They had to take rest for three days during their run. 

The two youths of Jaldhaka, 27 years old Norden Tamang and 23 years old Anuj Sharma could not run but walk on their last day before reaching Kedarnath due to the huge crowd of devotees on their way of pilgrimage and heavy rain. 
They almost had to crawl due to the slippery road and the crowd of men and women and mules carrying the old and the sick. On the last lap they were accompanied by the members of the Jaldhaka Runners and others of their native place. 
After walking for about 16 hours on May 20, at midnight 12.00 am they stepped into the famous temple of Kedarnath Dham and cried with joy and cheers. They made some puja rituals to the Gods of their dream and rested for the night. 
They had started their expedition from Jholung of Jaldhaka under Kalimpong District of the West Bengal state on 8 April, 2024 and finished it after 43 days.
Their route was through Chalsa, Siliguri and via Pani Tanki they entered into Nepal. Their run continued from Kakarbhitta via Birtamode, Hetauda, Kailali, Bardiya, Mahendranagar and entered into Uttarkhand. In Uttarkhand they ran via Bhimtal, Karnaprayag, Rudraprayag, Guptkashi, Gaurikund and finally to Kedarnath.
A run of about 1750 km was completed by both Norden and Anuj though Anuj suffered heel and Norden had knee problem, it was not an obstacle and they didnot stop. Gopal Gurung, manager of Jaldhaka Runners has expressed gratitude to all the well wishers, contributors and those who encouraged the team through various means. 
The team were received warmly by people of all walks of life including the defence and police forces and various clubs and associations in Nepal and India. 
With a message “Stride towards wellness” and “Run for Health” both Anuj and Norden ran the run to encourage all especially the youths for a better healthy life through running. The significance of running in making small changes in our lifestyle, can take strides towards a healthier and happier life. They said in unison that everything is possible in life for everyone with determination and a definite goal. 
Though they had less experience in the marathon and long run but that minimum experience helped them a lot in the long run and the whole expedition.
