CBI Faces Show-Cause Order for Lapses in RG Kar Financial Corruption Case

Baby Chakraborty, KalimNews, January 31, 2025, Kolkata :  The Central Bureau of Investigation (CBI) has been issued a show-cause notice by a trial court for procedural lapses in informing the court about the West Bengal government’s approval for framing charges against former RG Kar Medical College principal Sandip Ghosh in connection with financial irregularities at the institution. This order comes after the CBI had informed the Calcutta High Court about the state government’s clearance to proceed with the charge-framing and trial process.


The RG Kar case, initially centered around allegations of rape and murder involving a doctor, has expanded to include significant charges of financial corruption. Former RG Kar director, Sandeep Ghosh, was arrested as one of the key accused in the case related to these financial irregularities. However, charge-framing could not be initially carried out due to a lack of approval for the health building in question, which was a key element of the case. The Calcutta High Court directed that the charge-framing be completed, and the trial process begin within a week.

In addition to the CBI’s investigation, the Enforcement Directorate (ED) is also conducting a parallel probe into the case, focusing on the money laundering angle. The ED initiated its investigation independently after filing an enforcement case information report (ECIR).

The CBI has named five individuals in connection with the case, all of whom are currently in judicial custody. They include Sandip Ghosh, his assistant-cum-bodyguard Afsar Ali, private contractors Biplab Sinha and Suman Hazra, and a junior doctor, Ashish Pandey. The primary charges in the case involve manipulation of the tendering process at RG Kar, bypassing the state Public Works Department to award infrastructure contracts in exchange for hefty commissions, smuggling of bio-medical waste, and the illegal sale of organs from unidentified bodies sent to the hospital’s morgue.

The police have also seized a bike involved in the scheme. According to police sources, the incident unfolded during a routine naka checking on the night of January 4 at the Rajarhat intersection.


At the checkpoint, the police seized a bike, which was then issued an online fine for a traffic violation. A fine notice was promptly sent to the phone linked to the vehicle’s registration number. However, the message was inadvertently sent to a person named Dipanjan Kar, whose registered vehicle also bore the same number. Dipanjan, who owns a four-wheeler Maruti car, was taken aback by the fine message, as his car was currently in the garage for repairs at that time.

Shocked by the notification, Dipanjan immediately contacted the Rajarhat police station. Upon investigation, it was revealed that the vehicle associated with the fine was linked to his Maruti car, which is registered at the Barasat RTO. Further probing uncovered that the bike in question had the same number plate as Dipanjan’s car, and the registration details were found to be associated with a different individual – one Bhaskarat Krishna Mandal, a resident of the Shashan area.

The issue of collecting his voice sample had been a point of contention, but after a prolonged delay, his voice sample was finally collected on January 3 this year at the Joka ESI Hospital. This time, the CBI sought permission to collect the sample and take him into custody for further investigation.

Bhadra had been in CBI custody for the past four days, but the agency, citing health concerns and other factors, no longer wished to keep him in their custody. CBI lawyer Sandeep Chowdhury explained in court that Bhadra had been on a hunger strike for the past four days, refusing to take food or medication. As a result, his blood sugar levels were rising, and the CBI felt that this could potentially escalate into a medical emergency. The lawyer further stated that Bhadra was using the hunger strike as a tactic to create pressure, explaining that he was a political figure aware of the “political leverage” a hunger strike can provide.

The newly introduced “Quality Control Unit” is designed to enhance the Aviation Security Group (ASG) and will be implemented across 68 airports in India.

This development comes in the wake of rising concerns over false bomb threats that have plagued the aviation sector in recent months. According to aviation authorities, incidents of hoax bomb scares have caused substantial disruptions, not only inconveniencing passengers but also straining airport security resources. The false threats have been particularly prevalent on social media platforms, with widespread reports causing undue alarm.

As of November 13 this year, there have been as many as 994 reported hoax bomb threats across various flights, leading to severe disruptions. These threats were primarily propagated via social media, a phenomenon that has raised alarms among both aviation authorities and security experts. In response to this, social media platforms have been urged to enforce stricter content regulation to curb the spread of such misinformation.

A CISF spokesperson, in a statement to news agency PTI, confirmed that the new “Quality Control Unit” is part of an initiative launched by the Ministry of Civil Aviation’s Bureau of Civil Aviation Security (BCAS) to address growing security concerns. The spokesperson emphasized that the new unit aims to streamline airport security operations and enhance efficiency in response to the increasing challenges faced by security personnel.

Currently, about 50,000 CISF personnel are deployed across 68 airports, working tirelessly to ensure the safety and security of passengers and airport facilities. Experts have also suggested that there is an urgent need for a legislative overhaul to address the evolving challenges in aviation security and to implement stricter measures against the growing threat of false alerts.

The deceased has been identified as Surendra Kumar Saxena, aged 55, who had served as the school principal for the past five years.


According to police sources, the incident occurred around 1:30 PM when two Class 12 students entered the school, as they did regularly. Principal Saxena, while making his way to the school toilet, was followed by the two students. There, one of the students allegedly shot him in the head using a locally-made pistol, causing immediate death. The second student, who accompanied the accused, reportedly did not participate in the shooting and was later seen attempting to stop the crime.

Hearing the gunshots, other teachers and students rushed to the scene, but the assailants had already fled. The accused managed to escape on the principal’s scooter, which was taken alongside Saxena’s bike. The police quickly initiated a manhunt, and the primary suspect was arrested a few hours later in Uttar Pradesh’s Mahoba district, near the state border.

The arrested student, a Class 12 pupil at the same school, has been identified as the shooter. Police reports suggest the student was previously reprimanded by Saxena for repeated indiscipline, including misconduct with female students and frequent absences from class. Additionally, it has emerged that the accused had been scolded by the principal on the day of the murder, which may have triggered the violent act. Himachal Retired soldier becomes victim of cyber crime duped of Rs 61 lakh

PTI, December 05, 2024, Una (HP) : A retired army man in Himachal’s Una district was allegedly duped of Rs 61 lakh by cyber criminals who threatened to implicate him in a money laundering case, police said on Thursday.

     
Rakesh Kumar, a retired Naib Subedar, is a resident of Haroli’s Nagnoli village and is currently working as headmaster of a school.

In his complaint to the police, Kumar stated that on November 22, he received a message on his phone from a person who introduced himself as Inspector Hemraj Koli from Mumbai.

The message was followed by a video call during which the fraudster, Koli, told Kumar his Aadhaar card number and claimed that 17 people had registered complaints against him at Mumbai’s Tilak Nagar Police Station.

The victim then received a second call from a person who introduced himself as Sub Inspector Sandeep Rao.

The fraudster told him that one Naresh Goyal had been arrested in a money laundering case and his ATM card was linked to Kumar’s SIM card, DSP Haroli Mohan Rawat said.

He further claimed that the bank account linked to the ATM card had been used for a transaction of Rs 2 crore and was also connected to Kumar’s account.

The fraudster then instructed Kumar to transfer all his money to a specified bank account for “verification,” Rawat said.

In a state of panic, Kumar fell into the trap and transferred Rs 61.29 lakh to the accounts provided by the criminals.

A case has been registered against unknown persons and investigation is underway, Rawat said.
