The decision, confirmed by Mayor Firhad Hakim on Friday, follows a joint review meeting with senior officials from the fire department and city police.


Mayor Hakim emphasized that the roof of any building, like stairways and corridors, constitutes a common space and cannot be privatized, sold, or used for commercial gain. “The roof is not anyone’s property. It is a common area and must remain accessible for emergencies, especially fire evacuations,” said the Mayor. Referring to section 170/4 of the KMC building regulations, he reiterated that occupying rooftops for private or business purposes violates municipal rules.

Over the past few years, Kolkata has seen a sharp increase in the number of rooftop establishments, particularly in older and densely populated areas. Rooftop restaurants, lounges, and hookah bars have gained popularity among city residents for their ambiance and elevated views of the skyline. However, safety concerns have been rising alongside these developments.

“People go up to the roof during fires, and that’s where rescue operations are conducted using ladders. If the roofs are occupied or modified, it becomes a serious safety risk,” explained Mayor Hakim. He further noted that the commercialization of rooftops has not only led to violations of civic regulations but also increased the risk of fire hazards.

In response to the Barabazar incident, KMC has directed a comprehensive survey to identify all existing rooftop commercial setups. The Mayor confirmed that once the list is compiled, steps will be taken to dismantle all unauthorized rooftop structures. The administration aims to ensure that rooftops remain free and accessible for emergency use, aligning with safety protocols and civic standards.

This decisive move reflects the municipality’s broader commitment to public safety and regulatory enforcement. Rooftop establishments operating without proper authorization will now face strict legal action as part of the city’s fire risk mitigation strategy.
